asked the Minister of Housing and Local Government what study he has made of the economic advantages of imposing higher insulation standards under the Building Regulations; and if he will make a statement.

The economic implications of varying standards of thermal insulation are being examined in connection with the study of district heating schemes now being made by the Departments concerned. The Building Regulations, which are concerned with considerations of health and safety, may not be the appropriate method of securing any changes which are thought to be desirable.
