asked the Secretary of State for Foreign and Commonwealth Affairs what progress he has made in arranging for the incorporation of the terms of the Merchant Shipping (Liability of Shipowners and Others) Act, 1958, into the respective legal systems of Antigua, Saint Christopher-Nevis-Anguilla and Tonga.

It is for the Governments of St. Christopher-Nevis-Anguilla and Antigua to decide whether to incorporate the terms of the Merchant Shipping (Liability of Shipowners and Others) Act, 1958, into their respective legislations. Neither they nor Tonga have yet enacted legislation. In the case of Tonga, since the coming into force of the present Treaty of Friendship Her Majesty's Government have no power either to legislate for Tonga on such a matter, or to require Tonga to legislate.
