Mr. Priorasked the President of the Board of Trade what representations have been made by Her Majesty's Government to the Inter-Governmental Maritime Consultative Organisation about the need for more effective international arrangements to determine responsibility for loss of life at sea, in view of the inadequacy of the inquiry held in Piraeus concerning the loss of the Greek-manned Liberian flag steamship 'Irene'.
§ Mr. Goronwy RobertsNone. Investigation of a casualty to a ship can be undertaken effectively only by the Administration having jurisdiction over the ship. The Intergovernmental Maritime Consultative Organisation has recommended that flag states should allow other states affected to participate in such investigations, and the Board of Trade was given full facilities to take part in the inquiry held in Piraeus. The purpose of this inquiry was not to determine responsibility for the loss of life on the Longhope lifeboat.
