asked Her Majesty's Government:

Whether the Advisory Council on Noise has been established, and also

  1. (1) who has been appointed to the Council;
  2. (2) whether there is a limit to the number of members;
  3. (3) whether the Council will be empowered to consider noise sources arising from sea transport such as hovercraft;
  4. (4) whether the Council will consider the urgent problems relating to air transport and sonic boom.

My right honourable friend the Secretary of State for Local Government and Regional Planning has now established the Advisory Council on Noise with the following terms of referenceTo keep under review the progress made generally in preventing and abating the generation of noise, to make recommendations to Ministers with responsibility in this field and to advise on such matters as they may refer to the Council.

To the specific questions asked by the noble Lord, the answers are as follows. Twenty members have so far accepted invitations from my right honourable friend to serve on the Council. They are:

The Council is not limited in size. It already includes members with expert knowledge of all aspects of the noise problem, as well as others with wide-ranging general experience, but it is open to my right honourable friend to strengthen it further if this should seem desirable in the light of experience. The Council has within its ambit all aspects of noise generation (including aircraft noise) within the limits set by security considerations in the defence field. But it must, of course, be allowed to settle its own programme.
