§ 87. Mr. Onslowasked the Secretary of State for Foreign and Commonwealth Affairs whether it is his practice to withdraw the passport of an individual who, having been repatriated to the United Kingdom at public expense as a distressed British subject, has failed to repay the cost of his passage.
§ Mr. LuardThe practice is to endorse the passport of a person repatriated to the United Kingdom at public expense and for the immigration authorities at the port of entry to withdraw it. Thereafter passport facilities are normally withheld until the debt is repaid but may be granted before repayment on compassionate grounds.
