asked the Secretary of State for Social Services how many requests he has received over the past two years for special consideration under the welfare foods service in England and Wales from persons declining to use welfare milk tokens on ethical grounds; and whether he will make a statement.

I have received one such request which appears to be based at least in part on ethical grounds. Under the welfare foods scheme, milk tokens may be used only for the supply of liquid cow's milk or national dried milk.

I am not satisfied that it would be justifiable to make the very complicated and probably costly administrative arrangements needed to meet these very infrequent cases.
