§ Mr. CrossmanIf "homelessness" is used in a sense synonymous with "deprival of adequate housing", there is no objective test by which the number of "homeless" can be precisely assessed. The only figures available to me and my right hon. Friends the Secretaries of State for Scotland and Wales are of families in temporary accommodation. We estimate that these numbered about 4,300 on 31st December, 1969.
