asked the Secretary of State for Foreign and Commonwealth Affairs what progress has been made in his representations to the Spanish Government concerning their moral responsibility for the legal costs incurred by Mr. and Mrs. Forsyth and by the Official Solicitor in the legal proceedings In Re C (an infant), a wardship case on which the decision of the House of Lords was given in 1969.

Despite our strong representations to them on the subject, the Spanish Government will not accept that they have any moral responsibility for meeting these costs.
