asked the Secretary of State for the Home Department if he will now extend the terms of reference of the Younger Committee so as to enable it to consider whether the individual also needs protection against intrusions into privacy by the agents of government, national or local.

Mr. Maudling

I do not think that this would be appropriate. Under its terms of reference, the committee is already charged with an important and far-ranging inquiry; and the activities of central and local government raise issues of a different character from those of private individuals and organisations.
