asked the Secretary of State for Scotland if he will authorise improvements in the steamer services on the Clyde.

The responsibility for operating these services lies with the Caledonian Steam Packet Company, which is a subsidiary of the Scottish Transport Group. My consent to improvements is required only in so far as these affect the group's investment programmes, and in that context I am always ready to consider proposals by the group.
