Mr. Arthur Lewis

asked the Secretary of State for the Home Department whether, in view of the continuing addition of new electors to the Electoral Register, particularly Commonwealth immigrants, and their ignorance of voting procedure, he will arrange, before the compilation of the forthcoming Register, television broadcasts showing how to complete ballot forms, the manner in which votes can be spoilt, and how to fill in the householders' form for residents who will be over 18 years of age.
