asked the Secretary of State for Employment and Productivity if he will introduce legislation to control the growing practice of manufacturers to supply complete units when only a small spare part in a machine is required.

No. Agreements between manufacturers to supply complete units of equipment when only a small part of the unit is required already falls within the scope of the Restrictive Trade Practices Acts 1956 and 1968. In addition, if there is reason to believe that an individual monopoly supplier is abusing his position, I have power to ask the Monopolies Commission to investigate.
