Mr. Arthur Lewis

asked the Prime Minister whether he will ensure that wherever possible all statements concerning Government policy and programmes are announced first to the House of Commons; and whether he will take action to prevent premature disclosure to the Press from Government Departments on matters which are required to be first reported to Parliament.

The Prime Minister

Whenever announcements are to be made about important Government decisions, Ministers will, so far as possible, ensure that Parliament is informed in the most appropriate way and at the earliest opportunity.
