asked the President of the Board of Trade what are the regulations governing the number of pilots and co-pilots in civil aircraft registered in this country.

Article 15 of the Air Navigation Order, 1966, provides that the flight crew shall be adequate in number and description to ensure the safety of the aircraft and of at least the number and description specified in the Certificate of Airworthiness. In addition any aircraft of maximum total weight authorised of 12,500 lbs. or more flying for the purpose of public transport is required to carry not less than two pilots as members of the flight crew. The Board may also direct that additional flight crew members be carried when it appears expedient to do so in the interests of safety.
