asked the Secretary of State for the Home Department if he will introduce legislation to substitute for the death penalty a fixed maximum/minimum period of imprisonment to be altered only by a panel of judges.

As my right hon. Friend told the House during the debate on capital punishment on 16th December, he proposes to invite the Criminal Law Revision Committee to review the law of offences against the person, including homicide. This will afford an opportunity for a review of the penalties in the light of the recent decision of Parlia- ment to give permanent effect to the Act abolishing the death penalty.
