Mr. Raymond Fletcher

asked the Secretary of State for the Home Department if he will publish a Green Paper on Crime and Crime Prevention, measuring the results achieved by his Department and the police force in this country against those registered by comparable departments and forces in other countries, from information available from international sources, and outlining his plans for the more effective preservation of law and order in the future.

Every effort is made to take advantage of experience overseas but differences in criminal law, police organisation and social background tend to render comparison meaningless; and, whilst my right hon. Friend will keep my hon. Friend's suggestion in mind, a Green Paper would not assist at present.
