Mr. Arthur Lewis

asked the Prime Minister whether he is aware of the growing practice during the past few years of no Minister or Private Secretary being available in Government offices before 10 a.m.; and, as members of the public, local authorities, businessmen, and Members of Parliament wish to raise matters between 9 a.m. and 10 a.m., if he will arrange that someone in authority is available in Ministerial offices as from 9 a.m.
