Mr. Alfred Morris

asked the Secretary of State for Social Services how many pre-school children receive neither welfare milk, which ends at 5 years, nor school milk, which commences on admission to primary school; if he will provide a breakdown of the figures to show the incidence of non-provision in the area of each local health authority; and if he will consider steps to change existing arrangements, including extension of the entitlement to welfare milk up to school admission.

Children are entitled to welfare milk for one month after their fifth birthday. Precise information about the number of children over this age who have not started school is not available, but it is not large and the average period of non-entitlement is short. To change the existing arrangements in this respect would involve disproportionately heavy administrative costs.
