§ Dr. John DunwoodyChildren are entitled to welfare milk for one month after their fifth birthday. Precise information about the number of children over this age who have not started school is not available, but it is not large and the average period of non-entitlement is short. To change the existing arrangements in this respect would involve disproportionately heavy administrative costs.
