asked the Secretary of State for the Home Department whether he will introduce legislation to ensure that boys of 16 are not sentenced to periods of detention before the court has heard counsel for the prosecution or the defence.

The courts are aware of the procedure that should be followed, and my right hon. Friend does not consider that legislation is necessary.
