asked the Minister of Housing and Local Government if he will introduce legislation to exempt central heating systems from liability to local rates.

I would refer the hon. Member to the reply given to my hon. Friend the Member for Bebington (Mr. Brooks) on 16th December. We shall be publishing in due course a Green Paper on local government finance which will include proposals for modernising the rating system.—[Vol. 793, c.268.]
