§ Mr. FreesonThere is no generally accepted definition of what constitutes an under-occupied dwelling. In 1966 however 5.4 million households had more than two rooms per person. Of these 0.9 million were in local authority dwellings; it is not known how many had controlled tenancies. No later figures are available.
