Dr. David Owen

Queen's Regulations 1409, 1410, and 1412. A copy of Q.R. 1409 was sent to the hon. Member with my letter to him on 22nd January, 1970.

Mr. Roebuck

asked the Secretary of State for Defence how the expression excessive drinking is defined by the captains of ships in carrying out their duty to examine the wine bills of officers.

Dr. David Owen

Queen's Regulations formerly laid down financial limitations which officers were not allowed to exceed but this is now left to the judgment of the ships' captains.
