asked the Secretary of State for the Home Department whether he will make a statement on his plans for the implementation of the immigration appeals procedure.

Preparations for implementing Part I of the Immigration Appeals Act, 1969, are well advanced. An Order in Council under Section 14 of the Act, providing rights of appeal for aliens, was made yesterday and will be laid before the House next week. My right hon. Friend has been consulting the Council on Tribunals about the rules of procedure to be made under Section 11 and the regulations to be made under Section 6. He hopes to be able to make these rules and regulations later this month, and at the same time to make orders under Section 24(5) of the Act and Article 1 of the Aliens (Appeals) Order fixing the date on which statutory rights of appeal will be introduced.
