Excluding (i) expenditure on selective employment tax additional payments, regional employment premium payments and investment grants and (ii) expenditure identifiable in 1969–70 but not in 1963–64, the average annual increase in expenditure from432W 1963–64 to 1969–70 was 9.3 per cent. at outturn prices. The corresponding average annual increase for the United Kingdom as a whole over this period was 8.1 per cent.
Cmnd. 4515 indicates that, for the United Kingdom as a whole, public expenditure at constant prices, and excluding investment grants, is planned to increase from 1971–72 to 1974–75 at an average annual rate of 2.8 per cent. Estimates of identifiable public expenditure in Wales for this later period are not available.
