Mr. Alfred Morris

asked the Prime Minister if he will seek to have discussed at the forthcoming Commonwealth Prime Ministers' Conference the proposal for a World Disaster Stockpile which was put to the recent Annual Conference of the Inter-Parliamentary Union in The Hague; in this connection, if he will also study the related proposal of Professor Kenneth R. Hill, a copy of which has been sent to him; and if he will make a statement.

The Agenda for the Commonwealth Prime Ministers' Conference is confidential, but I do not rule out the possibility that this subject may be discussed at some stage during the Conference. As part of our current consideration of international disaster relief, we intend to participate in a study being undertaken by the Secretary-General of the United Nations, when all relevant proposals including that of Professor Hill will be taken into account.
