Estimates of the nature and volume of cases to be dealt with under the industrial relations legislation by the National Industrial Relations Court, the Industrial Tribunals and the Chief Registrar of Trade Unions and Employers' Associations take account of such relevant statistical and other information as could be collected, making reasonable assumptions about the extent to which people will take advantage of the provisions of the legislation.
