§ Lord BalnielThere were about 23,300 civilians employed in defence 169W establishments in Scotland on 1st July, 1970. This figure includes 15,900 industrials, of whom some 3,900 were skilled. The total monthly civilian wages bill is of the order of £2.4 million in the current financial year.
