§ THE LORD PRIVY SEAL (LORD SHACKLETON)Report No. 146 by the National Board for Prices and Incomes on the pay of the industrial Civil Service is published to-day. The Government welcome the recommendations on the procedure for central pay determination as a basis for early negotiations with the trade union side. There are also a number of wider-ranging and longer-term recommendations which will require detailed study by the Civil Service Department and the Departments which employ industrial civil servants.
