62. Mr. Hector Hughes

asked the Secretary of State for Scotland if he will ensure that the forthcoming White Paper on the reform of local government in Scotland will deal with and clarify the existing conflict between the permissive and mandatory powers of the Secretary of State for Scotland and Scottish local authorities, respectively.

I must ask my hon. and learned Friend to await the White Paper.
