Mr. Buchanan-Smith

asked the Secretary of State for Scotland what has been the cost in the first full year to local authorities of implementing the Social Work (Scotland) Act.

Mr. Ross

The provisions of the Act have not yet been implemented for a full year. The Sections requiring the setting up of Social Work Committees and appointment of Directors of Social Work came into effect on 1st April and 1st July, 1969, respectively, the duty to promote social welfare and provide for supervision of offenders on 17th November, 1969, and the provisions introducing the system of Reporters and Children's Hearings are proposed to be brought into effect at about the end of 1970.
