Mr. Fortescueasked the Secretary of State for the Home Department why he has instructed chief constables to regard as privileged documents letters sent to them denouncing individual police officers, in view of the fact that if and when the denunciation proves after investigation to be baseless and malicious, the police officer concerned is greatly handicapped in any attempt to sue the writer for defamation.
§ Mr. Elystan MorganAdvice, when asked for, has been given to chief officers of police that it is inappropriate to furnish letters of complaint to assist in civil proceedings, because to do so might deter persons from making legitimate complaints.
