asked the Lord President of the Council what decision has been reached about implementation of paragraph 15 of the recent Report from the Services Committee, relating to transfer to the House of Commons Vote of allowances and administration of delegates to the Council of Europe; and what other recommendations in this Report have not yet been accepted for implementation.

I have consulted my right hon. Friend the Chancellor of the Exchequer about the Vote incidence of this expenditure, and I hope that a decision can be reached shortly.

As regards the amount of daily subsistence paid to Members who are delegates to the Council of Europe Assembly and similar bodies, the Services Committee will be reviewing this matter in the near future in the light of further information recently provided by the Foreign and Commonwealth Office. In my statement to the House of 24th July about Members' facilities, I announced the Government's acceptance in principle of the other recommendations made in the Sixth Report of the Services Committee.
