(2) whether he is aware that if the projected development of Luton Road Recreation Ground and Stage IV, Moor Park, Blackpool, are not undertaken this winter as a result of the refusal of loan sanction the cost to the Corporation will be about £20,000 for employees who may do no productive work; and whether he will reconsider his decision to refuse loan sanction.
§ Mr. Denis HowellIn the interests of the economy it is still necessary to exercise severe restraint on capital investment in the public sector. This means that if more essential schemes are to go forward some desirable but less urgent schemes must be held back. I recognise that deferment of these recreational schemes will mean some redeployment of the corporation's programme of works, but they have been aware of the need for this for some time now.
