§ Mr. FoleyAs to the first part of the question, I would refer my hon. Friend to the reply which I gave earlier today to the hon. Member for Wembley, South (Sir R. Russell). We do not consider that, given the accepted conventions relating to elections at the United Nations, the course proposed by my hon. Friend would seem appropriate.
