§ Dr. David OwenI am satisfied that this incident, which the ship's company did not take seriously, had no political 103W significance. The officer responsible now realises that his facetious gesture was ill-advised and he has been warned against any repetition. Naval personnel are well aware that under Queen's Regulations they can take no active part in politics.
