Mr. Arthur Lewis

asked the Minister of Transport whether he is aware of the difficulties for essential services in travelling through narrow streets in major cities where double parking of vehicles prevents the free flow of traffic, and of the danger to other drivers and pedestrians because the view is obscured; and whether he will give the reasons why he will not seek to make it illegal to have other than unilateral parking on public highways which are less than 15 feet wide.

It is the local traffic authorities who are responsible for regulating traffic and parking on such roads. They have a duty under Section 84 of the Road Traffic Regulation Act, 1967 to secure the expeditious, convenient and safe movement of traffic, and it is up to them to take any measures necessary to deal with the circumstances referred to by my hon. Friend.
