§ The Prime MinisterThere has been no change in responsibilities. My general practice is to transfer to my right hon. Friend the Foreign and Commonwealth Secretary any Question relating to Foreign and Commonwealth affairs, unless exchanges with other Heads of Government are involved or there is some similar reason which makes it more appropriate that I should reply.
