asked the Postmaster-General (1) whether he is aware that a postcard from the Ministry of Transport in Southwark Street, London, S.E.1, addressed to the hon. Member for West Ham, North, at the House of Commons, London, S.W.1, posted on 18th April was not delivered until 22nd April; and what is the average time for delivery of a communication posted in one London borough to an adjoining borough, and for delivery of mail to an address within the same borough as that in which the mail is posted;

(2) whether he is aware that Parliamentary proceedings addressed to the hon. Member for West Ham, North in London, N.13, and posted in S.W.1, first class at 9 a.m. on 19th April did not arrive until 22nd April; and whether he will restore the postal delivery service which was in operation before the introduction of the two-tier system.

If my hon. Friend will let me have the postcard and cover of the Parliamentary proceedings in question I will have inquiries made. First class letters posted in London for London addresses should be delivered by the next working day and second class letters within two working days; these intervals applied to 4d. and 3d. mail until 15th September, 1968.
