Nabarroasked the Chancellor of the Exchequer in view of the refusal of the National Economic Development Council at its meeting on Wednesday, 2nd July, 1969 to establish a committee or similar organisation to promote the Government's policy of imports substitution, what estimate he has made of the deficit or surplus on the balance of payments in 1969.
