asked the Minister of Housing and Local Government what estimate he has made of the ratio of average council house rents to average incomes in England.

This information is not available for England alone. I estimate that local authorities in England and Wales at 31st March, 1968, charged an average standard rent (i.e. rent before payment of rebates and excluding any payments for rates and water rates) equivalent to approximately 8.5 per cent. of the average weekly earnings of adult male manual workers in industry in the United Kingdom.
