I estimate that local authorities in England and 343W Wales at 31st March, 1968, charged an average standard rent (i.e. rent before payment of rebates and excluding any payments for rates and water rates) equivalent to approximately 8.5 per cent. of the average weekly earnings of adult male manual workers in industry in the United Kingdom.
