§ Mr. FreesonLocal authority lending for house purchase is a useful supplement to building society activity, particularly if such lending is concentrated on helping those whose needs cannot be met elsewhere: on helping with the purchase of older properties which can be improved by local authority grants under the Housing Act, 1969; and, in general, on helping council tenants to become owner-occupiers so as to free local authority rented houses for those who cannot buy.
