§ Mr. HattersleyThe increases totalled £47.8 million in 1968 and 1969. Had the Grigg system of biennial reviews that was discontinued in 1966 been continued, it would have produced a figure of £31 million in 1968. As I explained during the debate on 13th November, 1969, the Services are likely to benefit on 1st April, 1970, to a greater extent than would have been permissible under the Grigg system.—[Vol. 791, c. 630.]
