§ Mr. MulleyThe Special Committee considered a number of proposals between 4th June and 6th July but did not agree on a draft definition; its report recounted the views expressed in the Committee and recommended that it should meet again this year in order to complete its work. The Legal Committee of the General Assembly has not yet considered the report as a whole, but has already concluded that the Special Committee should not meet again so soon.
