As my right hon. Friend the Prime Minister told my hon. Friend the Member for Ilford, South (Mr. Arnold Shaw) on 7th March, he spoke informally to Mr. Kosygin during his visit to Moscow in January and considered there would be no advantage in making further representations at that time.
