§ Mr. BuchanMost brigades were under strength at the end of 1967 but their deficiencies should be reduced as availability for 56 hours' duty a week is extended. I am satisfied that brigades are all well equipped for their statutory functions; and I think they are to be congratulated on the efficient and devoted manner in which they carry out their duties.
