How they reconcile the Secretary of State for Education and Science's statement that the ultimate decision on matters of corporal punishment must depend on the professional judgment of the teachers with the right of local education authorities to issue directives on this matter.

It follows from what my right honourable friend said that he does not think it desirable that such directives should be issued.
