§ Mr. MellishThere was, I regret to say, a misunderstanding between my headquarters, which is concerned with the overall plan for redeveloping the site, and my local office, which designed this particular building, as to which of them was going to seek Circular 100 clearance. In the event my local office started the building under the impression that the necessary clearance had been obtained by headquarters.
