§ Mr. MarshThe X-way experiment has shown that at the right sort of site there is a need for an intermediate type of crossing between the zebra and the conventional three light signals. In the light of the experiment I have decided to introduce a new push-button controlled pedestrian crossing to be known as the PELICAN. It will be simpler than the X-way, and more like the ordinary three light crossing with which everyone is familiar. It will have a green light instead of the white X but it will retain the flashing amber phase which enables drivers to proceed if there is no one on the crossing. I am issuing a Circular to local authorities today giving details of the new crossing. Initially there will be a limited number of these crossings introduced and we shall be reviewing their benefits in the light of their performance.
