§ Mr. Edward ShortTo ensure the cost of providing this accommodation does not fall on local authorities in England and Wales, I have repeated the advice given to them by my predecessors since 1955 that they should charge the full economic cost to students from Scotland as well as to those from overseas. I am considering with my right hon. Friend the Secretary of State for Scotland arrangements for dealing with any cases of hardship among Scottish students.
