Friend the Secretary of State for Scotland and I have today by Circular commended the Recommendation to the attention of local education authorities, governing bodies and proprietors of 237W schools and the teaching profession. I am arranging for copies of the Circulars to be placed in the Library. I understand that the Government of Northern Ireland are taking parallel action.
